Kuyper is extremely wrong on who the nations belong to. In Deut 32 Yahweh explicitly disinherits them and turns them over to the ‘sons of God’ (elohim, angelic beings, the gods), reserving for himself Israel, still unborn. The plan, as first hidden within Scripture, then revealed in the Son and confirmed by His Commission, is to recreate from all the nations (read people groups/families) a family and people of His own. The nations do not belong to Yahweh and He has explicitly rejected any ownership of that failed attempt (both at Babel and on the high place Satan takes the Son of Man to during his temptations). He has no desire of them. Does that mean that civil governments are no longer His servants?? By no means. It does mean this ridiculous postmil fantasy of a theocracy being the end goal here on this earth is doomed to fail as it runs entirely counter to Christ’s desire and purpose.
