The first 2 depend on your preference, and the third one is bonus you have to make all legendary parts have the same one to active it

Correct, the bonus you will need all 7 of the exact same, try to aim for "score breaker" or "nitro chemist"

Can anyone tell me what is the perf level of live event legendary parts reward

Is there a way to upgrade the perf level or the only way is to grind for parts

It is depends on the vehicle you currently use to open the live event rewards. If your vehicle's perf level are maxed out for each 7 different type, then the reward perf level will be max as well (e.g Street Race : 280/280).
There is no way you can upgrade your perf level of your already collected parts (e.g you got legendary part but perf level is 250 for Street Race), the only way to upgrade it is just grind for another part that have max perf level.
