The school bus is a reference to the Rise Serpentor part one animated mini-series where Scrap Iron drove a one that contained a bunch of Bats that attacked GI Joe headquarter.
It makes sense that the rocket pod has treads for it to move around, it makes you wonder how he carried it around since it didn't have a backpack peg. I never had the figure, but I do have the rocket pod from one of those accessory packs when the figure went out of circulation. a couple of the rocket blast effects remind me of the Astro pops.
I think there are rumors about the original figure not having a helmet and showing a scarred face, but Hasbro sent a note stating the bad guys should have their faces covered. You can still see something like a scar showing under a cheek in that figure.

I don’t understand why they don’t make figs/sets where they actually shoot the rockets like the old school toys. They would be so much cooler IMO
