  • ORF Neighbourhood Scope | Decoding Myanmar | Since the 2021 military coup, Myanmar has descended into a multifaceted civil war. The military junta, officially known as the State Administration Council (SAC) is facing resistance from the National Unity Government (erstwhile government), ethnic armed organisations, and civilians alike. These groups have made considerable ground, controlling large territories of the country that were previously held by the military. While the military has attempted to regain these territories, the protracted civil war is posing challenges to the entire region. India is reinforcing its security in the northeast, while Bangladesh and Thailand prepare for potential surges in displaced individuals. concerns regarding crimes against civilians, arms and drug trafficking and cybercrimes have also increased in the recent past.
    How will this protracted civil war impact Myanmar? How are countries like the US, China, and Russia engaging with the ongoing situation ? What are the potential implications of these developments to Myanmar’s southeast Asian neighbors? How will these developments impact India’s security concerns, especially along the Indo-Myanmar border and the Bay of Bengal region? What is the endgame in Myanmar?

    The reaction towards the Myanmarese refugees is due to ignorance rather than any communal hatred. The people need to be made aware of different ethnicities in Myanmar. Manipuris' insecurity stems from the ChinKukiZo tribes who have been welcoming their kin from across the border and making them Indian citizens seruptitiously. Manipuris should differentiate between such infiltrators & genuine refugees.

    • @nemophilist90
      @nemophilist90 8 วันที่ผ่านมา +7

      Your claim oversimplifies and misrepresents the reality of the situation while perpetuating harmful stereotypes and misinformation. The reaction toward Myanmarese refugees, particularly the Chin-Kuki-Mizo tribes, is rooted in a calculated narrative designed to delegitimize the Kuki-Zo community rather than mere ignorance. Welcoming refugees, especially those with shared cultural and familial ties, is a humanitarian act aligned with India’s tradition of offering refuge to persecuted groups, not an illegal conspiracy. Allegations of mass naturalization lack credible evidence and serve as fear-mongering tactics that unfairly malign an entire community. Misplaced insecurities, fueled by demographic fears, exploit genuine refugees as scapegoats for systemic governance failures and ethnic tensions. The rhetoric of differentiating between refugees and "infiltrators" is often a pretext for targeted actions against the Kuki-Zo people, including land grabs, erasure of history, and discriminatory labeling. Politicizing refugee issues diverts focus from addressing the real causes of unrest-biased policies, propaganda, and the need for fostering coexistence.

    • @soulflySneaky
      @soulflySneaky 8 วันที่ผ่านมา

      @nemophilist90 "Welcoming refugees with shared cultural & familial ties is a humanitarian act". True. But enrolling them as legal voters & making them citizens of the country, with all the benefits of ST quota, is a declaration of war against the local indigenes. The refugee issue isn't related to just the current influx. They have been infiltrating since the 60s. The 1988 crisis in Myanmar pushed in the maximum number of refugees who have been now assimilated into the population. Why are the ChinKukiZo groups against identification of genuine citizens?

      @@nemophilist90instead of writing such a long story why not support revocation of FMR, agree border fencing, NRC, revocation of SoO, equal land rights for every citizen of Manipur & stop poppy cultivation.
      All will be well if everyone adheres to these points, simple.

    • @meiphu2987
      @meiphu2987 7 วันที่ผ่านมา

      @@nemophilist90 who is grabbing land by whom? Meitei are confined in the 9% of the land by political compulsion so called scheduled tribe for decades and cannot make new villages, whereas kuki are taking advantage in the name of st, coming from Myanmar and making new villages in the name of blood brothers and claming this and that are kukis areas. Ask any ethnic group from Manipur who are not kuki about the mushrooming of new villages. Manipur government did make the refugees camp as a humanitarian, but most of them were refused to stay in the camp and making new Village and disturbing the demographic of the state.

    • @ardyfelkim
      @ardyfelkim 7 วันที่ผ่านมา +1

      The misrepresentation of the Kuki Zo community as illegal immigrants undermines their rich history and longstanding presence in Manipur. For millennia, the Kuki Zo people have been integral to the cultural and social fabric of the region, living independently in the hill areas and contributing to its diversity.
      The narrative that paints them as recent immigrants from Myanmar neglects historical evidence and misrepresents their identity and rights. It is crucial to recognize that many Kuki Zo have been freedom fighters and important contributors to the region's history and unity.
      Labeling this community as "infiltrators" is a harmful oversimplification that ignores their legitimate status and contributions. Such rhetoric only fuels division and overlooks the need for compassion and understanding. It is essential to differentiate between individuals seeking refuge and the established, indigenous Kuki Zo population, who rightfully belong to the land they have inhabited for centuries.
      Promoting coexistence and addressing misinformation are vital steps in ensuring justice and peace for all communities involved. Let's focus on fostering an inclusive environment where historical truths are respected, and every group is treated with dignity and respect.

    Hello all,
    Thank you for your discussion about Myanmar crisis.
    We all know that China doesn’t want any of their neighbors leaning to the West, especially the United States. They start backing Myanmar military when they see that the military regime about to collapse. I’m afraid that China want to install puppet regime in Myanmar. If Myanmar military becomes their proxy, they will have easy access to Indian Ocean via Rakhine state. They can even build very large naval base there to counter India. India should consider seriously, and don’t allowed any Chinese bases around Andaman Sea.

      What was the alternative? India did try idealism for a few years in the 1990s, with a total boycott of the military government. Absolutely nothing was accomplished, although China 'accomplished' more and more penetration and influence, thus causing security concerns for India. India did the right thing, not the most idealistic thing.

      @chandrukrishnan6445 well, there is no alternative ways. There is only one way, that is to support people of Myanmar will , not Myanmar Government will, Friendship between people will last forever, Friendship between Government will never last. One day Modi's Government will loose power but what Mod' Government policy towards Myanmar never forget by Myanmar people. We Myanmar people want live our neighbours with peace and stability and recognise their culture . But our neighbours India and China are very selfish that they see their own interests that is a problem. You will see one day war between China and India will come , KAMA will come , we are waiting for this time God see us 🙏

    In the early 1950's, during the Chinese invasion of Tibet, Indian political observers and politicians back then, might have mentioned the same thing like it was a Tibetan problem and it was for them to solve. So now China is at your doorstep, knocking at your door. Now history is repeating itself. Before too long, all of us should anticipate, the realization of express train service between Kuming Yunan and Kyaukpyu, Rakhine state, follow-up by the Rakhine-based Chinese naval base, and the presence of its submarines and aircraft carriers in the Bay of Bengal. It is a n active resistance with whon non of you identify and you just spread false alarms and false fear taht our resistance from below will consume Myanmar's selfish nations. No one wants to enter India as India itself is not in a good shape. All refugees will return back to their homeland once the Fascist regime is rooted out. All neighbors look out for their own interests...We know what kind of foreign policy India has held onto. There is so much oppression in my country, they will be revolution. India itself never experiences a common people-based public policy..You know why? Like in Sri Lanka, your independence was handed down by someone, and post WW2 India had zero transition to construct the nation properly. We dont care about your parlimentary democracy which is not even stable. BTW Amara Thiha is a pro-Fascist, pro-West liberal who knows nothing about the dynamics on the ground. Thanks for the discussion. I have a lot to contribute but in this contest, I’ll point out only 2, undiplomatically. (1) Burmese Army gets a large chunk of money from narcotic trade and cybercrimes. They won’t give that up. (2) China gets huge amount of natural resources and important access to Indian Ocean. It is only possible by corrupt Army government. It won’t allow Junta to fell. China is main supplier of lithium to the world. Half of it comes from Burma. China gets all these with extremely cheap price. Harvard study showed $ 30 billion of Jade stones by paying only $10 billion, in one year. All these incomes are mostly filling the pockets of army generals, not to the national budget. If possible, you can see in Swiss bank and Singapore bank accounts. I would like to warn that, as long as the junta is in power narcotics will flow all over the world, not only India.

    India and Burma do not have a border in between them. Instead, there is a hill country inhabited by different indigenous tribals.
    Later, became "independent hill country" due to the 1917-1919 Anglo Kuki war fought by the Kuki-Chin tribes of British Assam, due to which colonial British failed to "annexed" and colonize under British Administration. So colonial british fenced "independent hill country" with ILP Inner Line Permit that prohibits Burmese Nationality and Indian Nationality to enter and the authority to ILP belongs only to the Kuki-Chin tribes. And this was done in protection of indigenous people's human rights of the indigenous tribals.

      @ardyfelkim Ibobi appointed TN Haokip and sent him to Delhi to deactivate ILP, but he was rejected by the Central. The Central knows very well that though TN Haokip belongs to Kuki-Chin tribes who have the authorization over ILP due to the 1917-1919 Anglo-Kuki war, joined the Indian government and became Indian Nationality and therefore cannot authorize ILP according to International law amendment. And Ibobi learned his precious lesson in his lifetime. But from here, no more misuse of identities and authorization and signatures of the Kuki-Chin tribes

      @ardyfelkim That's not the point. The point is ILP authorisation belongs only to Kuki-Chin tribes of British Assam for colonial British failed to "annexed" Kuki-Chin tribes homeland due to the 1917-1919 anglo Kuki war. That is why colonial British fenced "independent hill country" of the Kuki-Chin tribes with ILP Permit and ILP authorization belongs only to Kuki-Chin tribes.

      The initial implementation of the Inner Line Permit (ILP) system in Manipur was indeed focused on the hill areas and tribal populations, not the Meitei who primarily inhabit the valley regions.
      The British introduced a form of ILP in Manipur after the Anglo-Manipur war of 1891. This system was primarily designed to:
      1. Protect British commercial interests, particularly in oil and tea plantations
      2. Control movement between the hills and the plains
      3. Protect tribal interests and cultures in the hill areas
      The system evolved over time:
      1. Initially, it restricted tribal people from entering British-controlled areas
      2. Later, restrictions on tribal movement were eased, allowing them to fish, hunt, and attend markets freely
      3. The system then primarily applied to people from neighboring plains districts of Bengal and Assam
      It's important to note that the Meitei, who predominantly live in the valley areas of Manipur, were not the original focus of this system. The ILP was primarily aimed at regulating movement in and out of the hill areas where various tribal communities resided.
      After India gained independence, changes occurred:
      1. In 1950, the Commissioner of Assam, under whose jurisdiction Manipur fell, revoked the ILP system in the areas that would later become the state of Manipur
      2. This revocation led to significant population changes in Manipur
      The current demand for ILP in Manipur, which includes the entire state (both hills and valley), is a more recent development. The official implementation of the modern ILP system in Manipur only began on January 1, 2020, covering both the hill and valley areas, including Meitei-dominated regions.

    It is both baseless and whimsical to claim that the conflict in Manipur is fueled by unrest in Myanmar. The root causes lie within deliberate actions and narratives that have targeted the Kuki-Zo community. Labeling a community as foreigners, propagating hate rhetoric, and attempting to dispossess them of their ancestral lands under the guise of declaring them reserved forests-without adhering to the prescribed rules-are acts of systemic marginalization.
    The events of May 3 further exemplify this agenda, as radical Meitei organizations were deliberately mobilized to block roads and incite chaos. This was compounded by the dissemination of fake news about sexual violence, which inflamed hatred and fueled attacks on the Kuki-Zo people. Shifting the blame to external factors, such as the situation in Myanmar, is not only an evasion of responsibility but also an insult to the intelligence of those who understand the underlying issues driving this conflict.

      Since you will deny anything that an Indian says or does, you can find books by yourself how Kuki-Zo tribes were brought by British from Myanmar into Manipur after the first Anglo - Burmese War to use them as mercenaries to fight and protect Britishers from Naga Tribes.
      So, it you go before that, there was no Kuki-Zo tribes in Manipur and your Ancestral land propoganda falls flat.
      Secondly, India on gaining Independence, recognised Kuki-Zo tribes as citizens of India who were there in India before independence. But the problem starts when Kuki - Zo tribes bring in infiltrators from Manipur into India to create instability using their support and drugs money.
      You all wanted to fight because poppy cultivation was being destroyed actively by Manipur govt which had become main source of income for all.

      @@kaustubhshukla5311 Your claims are a mix of historical inaccuracies and unfounded stereotypes, which I will address systematically:
      1. Historical Presence of Kuki-Zo Tribes:
      The Kuki-Zo tribes' presence in the region predates colonial intervention. Numerous oral traditions, archaeological findings, and recorded histories point to their indigenous status in the hills of Manipur, Mizoram, Nagaland, and beyond. The British, during their rule, exploited existing rivalries for their benefit, but that does not erase the tribes' historical roots. Painting them as mere "mercenaries" for the British is both reductive and misleading.
      2. "Ancestral Land":
      The Kuki-Zo community’s ancestral claim is based on verifiable habitation and historical settlements. You may want to research the colonial demarcation of territories, which often ignored indigenous boundaries. Terms like "Chieftainship," "village republics," and the land management systems of Kuki-Zo tribes existed long before external interventions.
      3. Citizenship and Allegations of Infiltration:
      India recognized Kuki-Zo tribes as indigenous citizens post-Independence because their roots in the region were undeniable. The accusation of mass infiltration is a propaganda narrative that has been used repeatedly to alienate and demonize the community. If there are issues of border security, the government should address them appropriately instead of targeting a single community.
      4. Poppy Cultivation:
      This is another gross generalization. The majority of Kuki-Zo people are hardworking, law-abiding citizens who rely on agriculture, trade, and education. Linking an entire community to drug cultivation is not only irresponsible but also fosters hate and division. Additionally, if poppy cultivation exists, its demand and supply chains involve actors far beyond a single group, including consumers from other communities.
      5. Root of the Conflict:
      The ongoing Manipur conflict is not about poppy fields but stems from political marginalization, systemic discrimination, and ethnic targeting of Kuki-Zo communities. If the Chief Minister of Manipur and certain groups continue to demonize the Kuki-Zo people, it perpetuates violence rather than resolving grievances.
