It is most unfair to blame one person for any disappointment in foreign policy. The latter is always based on collective inputs from foreign as well as defence policy experts taking into account the overall national requirements. More than this, success or 'failure' is entirely dependent upon similar compulsions of the country one is dealing with. To blame it all on one individual only exposes one's lack of understanding of these and other such factors.
