A voltmeter, also known as a voltage meter, is an instrument used for measuring the potential difference, or voltage, between two points in an electrical or electronic circuit. Some voltmeters are intended for use in direct current (DC) circuits; others are designed for Alternating current (AC) circuits.
Voltmeters operating on the electrostatic principle use the mutual repulsion between two charged plates to deflect a pointer attached to a spring. Meters of this type draw negligible current but are sensitive to voltages over about 100 volts and work with either alternating or direct current.

The Voltmeter i used has a scale from 0-600v there fore you can connect it between the neutral phase and phase phase.
