"Tik Tok" was pretty much a chiptune song to begin with, and despite chiptune being seen as an "underground" genre, the song sold 11 million copies worldwide. Although I don't think "Tik Tok" deserves to be among the best-selling singles of all time, it did at least help bring chiptune sounds into the mainstream. The last time chiptune sounds ever became mainstream was during the golden age of arcade games (1978 to mid-1980s).
