True , but both countries have a very racist history, and sadly those same stigmas or animosity still lingers

It is to do with the history of region mixed heritage of both countries. Remember dark and dark eyes of both countries comes from the African moors who rules the region for many centuries. Both countries try and hide and erase their historical links to Africa, and part of this denial is being more overtly racist to Black people to makes themselves seem more white and European, when both countries have more African genes in local people than any other European country.
