Possibly but I have checked by listening for the gurgle of the drain when you unhook it and shut it off and I have dug down to check it but found nothing wromg. I suspect ti is from the plunger being wet and the meal pipe freezing due to how cold it is and just not working properly. down to 20 degrees F there is no problem and between 0 to 20 there is the occasional issue but below 0 Degree F for more than an few hours they always freeze up on me for some reason.
Why does your frost free hydrant freeze? Is the drain plugged?
