How is it that he has the kusanagi blood in him but can't use it? There must be a type of gauntlet that could be made for him. Ikari Warriors could fix it like they did for Heidern's hands. If SNK includes Dash in the story as an official character. That would be dope.
It could be that he has something in his blood that denies the Kusanagi genes. That way he would never develop the flames. Maybe his body would see it like a virus and would act to protect him.
So Dash is just " ' " in K' considering he's not using the Kusanagi genes to creat fire so we have no choice but to call him "Dash" while K' has his Gauntlet hand

Technically in kof 2000 Dash (another k') appeared as a secret striker and he was described as k' without the kusanagi genes

He officially appeared in KoF 2001 as an Alternate Striker if K' was selected as Striker
