Cooling fan works just fine. It's job is to radiate heat away from the heat sink into the headlamp housing. The housing gets cooled by air passage as the vehicle moves.

Hi how did u open ur headlights? Are u an individual or a company?
I am an individual. Headlights are generally sealed with Butyl glue which upon heating, becomes soft. So we bake the headlamp and pry it open.
