The decrease in the torque of the rewinding motors may be due to a possible change in the value of the capacitors C71, C72 - 3 mkf. Check them out! R123 - 3.3 k / 10W determines the tension of the tape when rewinding.

Clean the guides of the tape with alcohol and try a new tape.
