For your single bevel knives, its much easier to skive with the bevel on the leather. This puts the handle much higher in the air, and give you a much much wider range of control. Bevel up is very limited as you can't get a "deep" enough angle because the handle hits the surface, its a common problem I see with people trying to skive.
You make a perfectly reasonable observation, but I'd add that some people find it preferable to work close to the edge of a secondary raised surface (eg a granite plate placed on your bench) so that you can drop the handle as far as you need. Probably why I have always (40 years) preferred to work bevel up.
