I couldn’t help but notice that in this video with Anne and Rodger the announcement tone isn’t used compared to how most stations with Rodger only do not use it, whilst any GWR with Anne and/or Rodger together do use it.

why is paddington announced as just paddington but liverpool street has the word london?

Maybe because some people may confuse Liverpool Street with actual Liverpool? Everybody knows Paddington... they made a movie about it!
