Where can you get this besides Amazon and Cosco? Do you know if you buy it on Amazon but don’t have Amazon Prime, will it qualify for free shipping ?

Kirkland is a Cosco specific brand. Its their "generic" formula. Similar to Walmart with their "GreatValue" brand name.
What this means is that you are not likely to find it anywhere other than Cosco.
More than likely someone is buying it from Cosco and reselling it on amazon, so shipping would be based on whoever is selling it. For me, I am seeing it sold by "G & S Store". It doesn't qualify for Prime shipping, but it does list free shipping when I add it to cart, but not the standard 2-day Prime.
Also with that, it has increased cost. On the Cosco website it lists around 37$ for a 25lb bag. On amazon its coming in at almost 10$ more at 46. Is it worth it? Probably. I do not have a Cosco Membership, and even if I did and ignored the cost associated with it -- driving to Cosco for me at the moment would cost me the difference in price assuming that it was the only item I went there for.
An alternative would be to look for other brands manufactured by Diamond Pet Foods, who actually is the manufacturer for this food. Tractor Supply might carry DIAMOND
MAINTENANCE CAT (the same thing likely, as they share the same name convention), though for my local TSC, they do not carry it and I would have to order it, but it seems significantly cheaper than the Amazon option, as for me its listed at 42$ for a 40lb bag. There is another TSC further away that does carry the 20lb bag though, for 26$.
