Yes, you have to do Brutus on Uranus to get motes

You can get Vestigial Motes by doing Brutus-Ascension on Uranus. Note that you only have access to Ascension mode after completing Jade Shadows. Volatile Motes are gone for good tho cuz they were only available during the event.
