@@JoeProAdventures There is no end of possibilities... Did it sit for a long time? I would start with the basics. How's the spark? Good compression (even if it was rebuilt)? Getting fuel? Will it run on a squirt of gas down the spark plug hole?
Found a 1981 in 2000, was supposed to be seized, but turned out to be the stator rusted to the rotor. Had 1100 km and started first kick after a carb clean. Same bike as this, but in immaculate condition, had points not CDI, was used only in 1981 and was probably cheaper at CDM $ 200 (US $140) Sold for significantly higher 15 years later.

The oil burning cleaned up after a few minutes of running. It did it again after it sat for a couple of months- usually a symptom of dried out valve stem seals. Mostly just annoying, and only noticeable if the bike has sat for a while before starting. Seems to run well, although will likely need a carb clean and a tuneup.
