you don't know that about the HIGH & LOW signals on the flip-flop of the system. if the yellow led gets the + & - right it will be on, while the red led will be off (because the legs are installed upside down). and vice versa if the red led gets the + & - right it will be on, while the yellow led will be off (because the legs are installed upside down).
