Not referring to Supreme court but existing transport authorities. There is a lack of common sense exhibited by this blatant misuse of authority relating to this issue and its excessively high unjustified fees where pollution under control certificates are disregarded in context with unjustified so called green tax high fees and where pollution is unjustifiably compared with age of the vehicle. (Are the auto manufacturers bribing the authorities to lay down such illegal unlawful rules...to gain access to the huge market potential)? It seems to be an attempt to arm twist and rob the people who meant to be served while also covertly curbing their rights to ownership of vehicles and use of roadways paid by the peoples money. The absurdity of so called green tax high fees is just a money making venture...especially when the PUC certificate ok validity is already proving that the vehicle is adhering to anti pollution norms while being indicative of the engine condition. What is the hike in fees for? What is the green tax money that is paid for by the owner being used for under such severe rules ? Why is this coercive tactic aimed at scrapping vehicles entirely when its only the engine that could be replaced? What harm could the rest of an old car cause especially when the quality if metal used is much more better than newer cars? What is the purpose of accumulating fines when the car owner chooses not to register again for a period of time, as the car is not being used or kept for a period of time when the owner is out of the country? These loopholes without proper options incorporated in the system give an indication that IT IS JUST AIMED AT ROBBING MONEY BY MISUSE OF AUTHORITY. WHERE IS ALL THIS EXCESS MONEY GOING? A PIL needs to be filed against this criminal act

I don't understand, if pollution is the reason why vehicle owners not allowed to change the engine for fitment, there should be some options given to the vehicle owner..!!

Life of car engine is 3,20,000 kms. It is a great foolishness to make middle class families to pay for testing every 5 years even if the life of engine is not over. Testing and reregistration costs about Rs 7,000 to 10,000. Why should the car owners be harassed by such foolish rules. It is surprising that despite scrapping so many cars in Delhi, the pollution level has increased by 2 to 4% in 2 years. It means pollution is not by cars, it is due to construction activity, dusty roads, vehicle emission due to bad roads, bad speed breakers, congested traffic signals, narrow roads, burning fields, etc. Instead of harassing the citizens of India why not build good city roads and proper speed breakers so as not to damage the cars. Manufacturing process of car, electronics, battery, paint, etc during making of new car is far more damaging to the environment than repairing the old car and running it for 30 years to 40 years. The govt should set up free emission testing centers and if there is an issue it should offer subsidised repairs to make the car as new with proper emission. This will save Rs 8 to 10 lakh for the middle class who buys a car once in a life time. Scrapping CNG cars is great foolishness as CNG does not pollute the environment. BJP govt wants to give business to car manufacturers at the cost of middle class families expenses so that they can get good funding for their party from these manufacturers. The looser is the middle class. His car gets scrapped before engine life is over. He keeps paying for testing and reregistration. The government keeps earning money by fooling its citizens.
