It is better if you do it as community service (not a church, not a pastor) and partner with local police, hospitals, substance abuse counselors. NEVER put yourself DIRECTLY in the midst of mentally unstable population. If they give offering of just $1 and return to their shelter and complain that someone took money from them, that will trigger city investigation, and if you pray and lay hands on them, if they complain that someone touched their head, it can trigger sexual assaults investigation. Don't operate abroad the same way you operate in Nigeria
