I never went to a cha chaan teng that served it with condensed milk by default. Maybe they exist, but not where I lived. Condensed milk feels more like a Singapore style, like with kopi.

Use evaporated milk and tea must be stronger and boiling water. That way, you can taste the fragrant of tea and smoothness of milk.

The recipe for the tea mix is usually a trade secret. They mix a variety of teas and that is why every company makes is slightly different.
orange pekoe is a popular variety for this. fwiw orange pekoe is the type of tea that comes in the lipton bags.
