She's effectively Rosmonpiss but as a ground unit- her trait is that she deals a secondary instance of damage equal to 50% of her attack. S1 is a generic powerstrike and the Lessing powercreep since she can use this skill while affected by a status effect, instantly clearing it. (Think stun, freeze, etc.) S2 gives her bigger range (seemingly to the size of an AOE caster, or maybe a mystic caster? At least from what I've seen here.), attack and ASPD, but also gives her random targetting (which shouldn't be that bad since she has an AOE anyway.) It also has Pinecone S2's caveat of giving further stats (in her case, ASPD) upon every other skill activation in the same battle. S3 is the big one. Slower ASPD, big attack, stuns all enemies hit (the initial target has a longer stun) and she gains a bigger shockwave and increased attack on every subsequent hit, up to a limit. Talent 1 is that she gains 1 SP for every enemy killed during skills (and it has a limit.) Talent 2 is an attack buff for all guards. (Think Horn.) ...I dunno how to feel for her. From her design, to her kit, it's...fun. But I don't really see her worthy of being a Limited besides her first talent. She's basically just damage and more damage, with a few little quirks thrown in to glaze her kit. S2 seems to be her best skill. Her trait and big attack means she's gonna be very good with normal buffers since they not only buff her already high attack, but it's even better because she does 2 hits, but Skalter should work too.
whats her block? 2 or 3? still, ground-rosmontis is very good, not hit by block-count, and IS is famous for their overwhelming wave of enemies (also negative status, her S1 useful for that).. overall, outstanding performance, definitely a good limited operator
What else did you expect from a singular unit? Good damage, good cycle, some CC, AoE, and status resistance on S1. If anything new units will have a hard time pleasing without outright powercreep precisely because it has become so common for everyone to have such general use kits. People are less impressed by niche kits but they don’t want redundancy either. There is only so much you can do within these two limits while making it marketable and releasing new units constantly. I think I get what you may be feeling but I think we’ve gotten to the point where it’s hard to make everyone feel distinct at least until HG introduces new game mechanics like elemental damage but even so it tends to blend into “different ways of doing DPS”.

i plainly don't like Pepe. not a design thing, not a namie thing, not a skin-tone thing, not a meta thing. I don't want to play her that's it, I don't like what she does. I prefer Narantuya more. Just like how I hate Exia S3 and Wisadel S3. i simply don't like what they do. Generally, Guards to me are easier to hate because of how common yet powerful they are. The most broken class in Arknights. There are a few exceptions like Zuo Le because of how fun he is to play, Qiubai for the same reason, as well as Executor alter. Maybe Ulpianus. They feel so uninspired. They feel like they're just made to clear the game efficiently and not "have fun while doing it" and that's not exactly what I look for in a unit. Having a unit specifically made to clear the entire game in the blink of an eye is not bad, it shows that the community is also made up of various minds and circumstances. But I, as a person, just have an opinion. (Another reason why I love Narantuya, Rosa and Ray while I like Typhon and Wisadel much less.) Pepe seems to fit more on the "ooh, fun" side of things but somehow, I dont like her kit. Maybe her S2 I resonate with but other than that, I don't like how plain she is on her own. I guess dealing AoE splash attacks as a melee unit is a unique thing to her but I just don't like that that much. Maybe my mind will change
At this point other summer events except So Long, Adele are not real for me. Maybe the story will be good but I don't have a feel for any summer operator except Eyjalter both storywise or gameplay. Also idk why people think they needed to be overhyped for another silly summer event with silly summer event characters and story, it was like that before we just didn't get a pointless alter with this one.
