Generally the event holders promote them on Facebook. They make an "event" on Facebook and the Thai car community will share the event and digital flyers. In this case, the promoter of the event is "Connection Thailand" so you can follow their FB page for their future meets.

Thai's usually promote events through Facebook pages/groups related to car stuff. Other than that, it's just word of mouth.
