    This shows why you don't need is are any law enforcement agencies doing a review there should be private citizens review and they have powers to bring charges instead of we didn't find any wrong doing

    This shows that the chain of command is a big part of the aggressive posture culture at this department. For the culture to change there will need to be big changes in the management staff.

      @@JustMe-po5sf Exactly. My ex-husband was a police officer, who was violent and brutal. Despite his supervisor testifying at our divorce that my ex-husband was a psychopath, he got 50% custody of our children, who thankfully are now grown. There is a culture of “them against us” for some reason, and they have this mentality even towards their own family members. The divorce rate among police officers is 80% because their anger and rage is out of control. I believe it would help for many offers officers to have therapy. And that’s just the beginning.

    Every single police employee who knew anything about the arrest , those who reviewed the video and found it “within policy “should be fired and charged with covering a crime. It's the body cam footage from 2 officers, car camera footage, reports signing off on the behavior all the way up to the second in command of the Loveland Police Dept. If it wasn't the Loveland Police Dept, them who was it? If this behavior was not within Loveland.Poloce Dept policy then how did it get signed off on as ok by everyonee up to the second in charge of the Loveland Police Dept. If this wasn't the Loveland Police Dept, then what steps have you taken to find these imposters? Asking for a friend.

    If the report had been truthful, there may have been some notice paid to the incident by those who are apparently required to rubberstamp such paperwork. HOWEVER, since the SWORN officer lied on the report- while his supervisor was fully aware of the incident - he was apparently confident his misdeeds would be covered up by management. Because of the fraudulent report, there may be some staff who were unaware of the truth initially. But.... it is SO clear, observing the officer, incident day, once back at the station that "brutality" is the badge of 'honor' most revered within the Loveland Colorado Police department. I really wanted to say what I think of Hopp but I'm keeping this clean. I hope he can feel shame, but I'm doubtful.

    We’ve been told Metzler is paid to train our officers on a separate contract from his city employment.

    How? How can higher up reviews come to the conclusion that ALL of that was okay? If that's okay, that's an indictment of the training process. But closer to reality, the arresting officer KNEW he popped something, he was caught on camera admitting it to others. Yet no aid was rendered by either of them, or the Sargent. That's not training, that's just being sick individuals.

    I wouldn’t trust them with my stuffed animal! First...only people who have developed integrity can be trained to do policing! Second...people who cannot think on their own without a rule book, cannot do correct policing. Apparently, we have a great portion of our population who never developed integrity and never learned critical thinking skills! So we the citizens are at their cruel mercy.

    What we see on the video IS the Loveland PD, including the chief
    who obviously is a liar. The Loveland PD as it exists should be
    disbanded. State L.E. can provide temporary enforcement until a
    new PD is formed. I see jailable offenses committed by officers,
    staff, and the leadership....jail is where these POS belong. One
    cannot "train" psychopaths to have a conscience, morals, ethics,
    shame for wrong doing, or compassion. Issuing a badge and gun
    to a psychopath is insane.

    Go to the police departments FB page and tell them what you think. Do not let evil just ride out the noise until some other story comes along. A lot of people in this department need to face a jury and it goes up to those who won't prosecute and those who run the city. We can at least bang on pans loud and not let this story go. No, no, no. It is your mother, your child, your dog, your life they disregard and it should be at their own peril to face justice.

    This is the reason why I have said that anyone who wants to become a police officer should have been to university for at least 3 years with a degree in law, then 2 years training at the police academy, and finally 1 year probation with a police department in order to find out if they will become a good police officer! Not 4-6 months training straight out of Highschool, it proves they don't have enough education to understand the laws that they " are supposedly trained" to uphold in the 4-6 months of training.

    If the use of force was appropriate for the situation and the hierarchy of the Loveland PD signed off on it, why did they just settle the lawsuit for $3million. If it was appropriate they should have gone to trial. One thing often overlooked in this case is why we’re police called in the first place?? The lady did take $14 worth of goods from the store but was held by store security and the items were returned to the store, so a crime had not been committed and there was no need for police involvement. The lady even offered to make payment but her efforts were denied. I think the employee from Walmart also has a case to answer but I have not seen any information as to why police were called on the first place.

      I would also liked to have seen a trial but Karen Garner is now in a care facility and I think the family needed the money to insure the best care for her. Anything can happen in a trial and with an unknown amount of money possibly a year or two away, the family made the right choice.

      Walmart reported the theft to the police department. They would have to had asked for her arrest for them to proceed with criminal charges. They were the eye witnesses. They refused payment and recovered the articles. I didn't see the police recite the the self incrimination statement. They loved tearing this women apart, did you see how pleased they were when talking about the pop they heard during the take down? Walmart's policy is that all customers are potential thieves. The police were well aware that she was senile because they talked about it while making out the report.

    Minimal changes will occur as a result of this case. The money paid out to the woman's family will come from taxpayers and therefore will not be a burden on the police responsible for the civil suit. Unless and until civil suits directly impact the police either taken from their budgets or their retirement funds nothing will change. Why would it this doesn't really affect them they lose a couple of personnel they just hire others and train them in the same way. No I don't know the specifics are there hiring practices there in Loveland however I'm aware that many policing institutions have hiring limits on intelligence they don't want to hire anybody with an IQ over a certain level due to the fact that those people are much more likely to question their orders and training. In my opinion it's so they can employ thugs.

    This is why I say leadership will continue to protect their bad officers. Videos like this need to be shown to the news, online etc & then & only then the leadership will take action. Investigations should never be conducted internally. Police lost that ability to police themselves because they will always protect bad actions & behaviors. The police chiefs should be relieved of his or her duties.

We always hear about this mythical figure, but none have ever actually been caught on film in the wild. Sightings of the elusive Karen species are far more common.

    A barber and a beautician have to train for two years under a professional licensed barber or beautician before they can cut a persons hair, it only takes six months to take someone off of the street give them a badge and authority and a gun something is very wrong here!!!

    Yes this happened in loveland, but it's a systemic problem all over the United states. What they've done is hire people with no more qualification than arriving with a heartbeat, instead of psychologically evaluating these people to make sure that they don't have a defect that puts the public in danger. Defects such as power issues, aggression anger issues, but the worst problem is just being stupid and not being able to critically think under stress and you're in charge of the people. It's got to stop it's everywhere

    The amount of $3M settlement is not enough for the anguish suffered by Karen Garner and her family the administration of the Police Department that signed off on this use of violence should now be fired this department should be closed down by the City of Loveland these police officers have been trained incorrectly the use of violence against the Citizens of Loveland makes a mockery of the name of the community this police department and its officers are a disgrace.

    The report is proof of how the department feels about the citizens, they all signed off and went back to the strong arm enforcement on the Lakeland citizens. BY THE WAY IT IS INTERESTING HOWTHE COUNCIL MEMBERS CONDUCT BUSINESS, check you tube out for the Lakeland meetings. The citizens have let the criminals take over. The people that were in charge when this happened are still in charge, when the smoke clears it will be business as usual. The things that happened to this women could happen to you or a loved one, unless you change the culture that let this go on.
