No you are wrong, giving out money doesn't devalue it. That only happens if the country keeps printing money whilist it isn't producing enough products and services, and also not exporting enough. An economic power house like China, can afford to do this without a problem really, especially if the money is meant to stimulate the economy and support businesses to contribute to the country's GDP.
