Title: “Quakin’ & Shakin’! Earthquake Safety Reel”
Film Creator: California Seismic Safety Commission
    Date of Origin: XX/XX/1969
    Location of Origin: [unknown]
    Recovery Date: 6/29/2020
Recovery Location: Classroom in an abandoned schoolhouse in Windy Sands, California
    ADDITIONAL INFORMATION
While en route to an unrelated task further upstate, Agent Sparrow drove through the abandoned town of Windy Sands, California, and would have gone through the town without a second glance had they not discovered mysterious holes in and around the area. As the agent was a few hours ahead of schedule, they stopped to investigate and find any possible cause for these holes and why some of them seem to align with damage observed on some of the town’s structures. Most of the abandoned buildings did not contain any information that could explain the presence of these holes, and the agent decided to check the abandoned schoolhouse before resuming onward towards their original destination. It was there that the above film reel (along with a couple other film reels not found to have anomalous content) were found in a classroom and recovered.
A comparison of the above footage with footage from other “Quakin’ & Shakin’!” film reels found in other towns in California revealed that the above film reel has information absent from the other reels, and this extra information pertains to a unique threat experienced only by the former residents of Windy Sands. It is unknown what exactly these “Burrower worms” are, how Windy Sands became their hunting ground, or how the California Seismic Safety Commission were aware of these creatures despite the town being fairly remote and sparsely populated at the time of the film reel’s creation.
THIS REPORT WAS WRITTEN BY “HARRIER” AND APPROVED BY THE MINERVA ALLIANCE ON 7/21/2020.

Detail I noticed: So it seems like a common theme that these are pretty contained areas (usually a sparsley populated town.) That have some sort of horrific twist that results in these tapes being made. Having the idea of a cursed town still creeps you out and makes it seem plausible to exist IRL as the anomaly is contained to the town and not taking over the world. It would just be SO FREAKY unwittingly entering one of these cursed towns and witnessing the terrors happening while the locals go "here we go again".

I’ve worked with film for years and I have to say aside from it darkening a few seconds at a time, this is the best film effect I’ve seen so far. Also film doesn’t usually jitter around too much unless being played on a mediocre projector. If it would be scanned this jitter would be absent.

The film is from 1969, but the Arial font used extensively throughout is from 1982. That, plus the presence of a Pac-Man-like figure, leads me to believe someone from the 1980s went back in time to try and save the people of Windy Sands. Doesn't sound like they succeeded.

So, having watched many dozens of mid-century PSA shorts, there's no way this would have been done without a voiceover. And, I know there's some kind of law for analog horror, but film simply doesn't glitch that way. You guys have a good thing going here, but you need a lighter touch. The real horror comes from the matter-of-factness of the warnings to keep quiet or risk being eaten by the burrowing worms! Glitching just oversells it.
