Those who go to work in Saudi, for example, go there by private arrangements and when they get there, they do not register their presence with the embassy; how will the embassy know that there are Kenyan citizens there? And only for those in trouble to go there and seek help with impossible demands? For example, how can the embassy justify spending money on an air ticket that cannot be officially accounted for?
