The game has quite a few pieces of dialogue about “combining the same chip of different codes” and I was able to figure out quite a few PAs myself, but the “weird” PAs that use different chips of the same code I have no idea how you’d ever figure them out other than experimentation with a single code folder.
For most PAs, the requirements are to 1. Combine multiple versions of the same chip 2. Have their codes in alphabetical order For example, for GigaCannon, you need to set up Cannon A, Cannon B, and Cannon C in that exact order. For GigaCannon2, you need to set up HiCannon L, HiCannon M, and HiCannon N in that exact order. There are other PAs that don't follow these rules, like the Navi PAs. Fortunately, most people have already provided walkthroughs, so you can look up which chips activate which PAs.
A lot of them are hidden in things like the BBS boards and other NPC dialog. From there, games all released guidebooks that tell you everything like that.
It helps that the basic PAs are just intuitive. "hey I got three cannons in my hand wouldn't it be funny if I make them ABC?" The rest you have a snowball's chance in hell of finding on your own

Well in the classic Mega Man is a bit short than ProtoMan since Rock was design to be a child while ProtoMan is a teenager so the Battle Network timeline sort stay true to that
In the Anime Pharaohman.EXE was OP he killed an army of Stoneman.EXE and Bombman.EXE survived a double PA the only reason he died was because he didn't want to be controlled by Dr.Willy after being captured by WWW when he was weakened so he commited suicide by blowing up WWW HQ.
The dub is so much lamer. They took out the music, censored swords for some reason (TV standards make no sense), and Pharaohman didn't scream in pain when he took a double Program Advance to the face. It's a DOUBLE PROGRAM ADVANCE! How can you not scream in pain after being smacked by that?
The music makes sense since that's the Japanese op which wasn't used, so using it would make no sense. I kinda liked the censored swords since laser swords made more sense to me than actual metal swords since this is the cyber world and the chip art looks like laser swords. The Pharaohman not screaming could be argued either way since I don't remember how much pain actually affects Navis since they are programs. I know the Navis that possess the ultimate programs like Pharaohman, Megaman, Bass, and Protoman are more sentient and can make decisions on their own probably possess actual emotions outside of programming.
Don't watch NT Warrior. The dub is censored, the voice casting is all wrong, and the music is just cheap generic garbage. Watch the Original Rockman.exe series.
In the game it was explained that protoman is a solo Navi that can use battle chip data on his own. Yeah he does have a default sword but it was battle chip data not like the mega buster where it is a default weapon.
I guess Pharohman only had 800 HP cause he was deleted by 2 life swords
