You can always fly close under the radar horizon. That has nothing to do with "how good" the SAM system is. Simply the curvature of the Earth is blocking the radar waves. It is already a debilitating achivment of the SAM system that your aircraft has to fly on a 30-100m altitude exposing itself to manpads and heat seeking missiles from SHORADS and reducing range of the aircraft while using triple the fuel. :)
SA-3 shot down the F-117A over Serbia. Google it, it's an interesting read, and so is the relationship between the pilot and AA operator

And also on a 100m altitude you can only fly subsonic. Yeah. S-300 is shit, right.
