Spotting is judged highest point on both ships right?
So both had line of sight?

Each ship has a concealment value, if that is equal they spot each other at the same time. Obviously the use of radar can negate that (though in Belfasts case her concealment range is greater than her radar range)

BELFAST is better for DIV. Queen 7th CA is ATLANTA but better then this is FIJI.
