Long answer: Jupiter has three specials; a multi-hit spin kick that works as an anti-air, a knee drop where she leaps into the air and shoots down at an angle, and a projectile. Like nearly every other projectile in this game, Jupiter's has an incredibly slow start up and can't be comboed into or out of making it largely useless. Her spin kick has very short range and even if it hits, only does a sliver of damage and your opponent can block the remaining hits. The problem with the knee drop is that Jupiter bounces up after it connects (blocked or not), so she can't follow up if it hits, and gets punished if it's blocked. Her super is actually alright, but is slow enough that it's only good for chip damage off a knockdown. Add in the stubby normals, and Jupiter is a character with practically no viable options. She's really good in the SNES game, though.
Chibiusa is the biggest wildcard in the roster. She can actually combo out of her fireball, and has some blanka-esk gimmicks. The big thing though is that she has an infinite against crouching opponents.
This was done on original hardware (s-video) and upscaled using a RetroTink 5X. If you're wanting to emulate it, Sailor Moon works best using Phoenix 3do.

It's extra funny since Moon is the second worst character in this game; only Jupiter is worse. Super Moon is top 3 easy, though.
