Let me clarify what I understand from what he said.
He means to suggest that like caste system in India, where Brahmins were considered to be elite , followed by other castes, in modern era people who speak flawless English are treated as people on the top in social hierarchy.

I have read several of Bhagat's books. Yes. They are written in English. But do they qualify as good literature? Pulp fiction, may be. By the way, the idea of verbal class distinction was addressed fairly competently by Bernard Shaw in Pygmalion. But this distinction applies to other languages also. A person who speaks better Hindi like Atalji will command more respect than someone who mixes up his "sha" with "sa" and his alpa pran with maha pran.

Paradoxically, the girl who said that she wanted that the boy who asks her out ( nobody would ask this girl though ) should know how to converse in English , that girl herself spoke with a slaughtered grammar. Her English was deplorable. And still, this feigning demeanour!
Chetan Bhagat himself spoke in English all along during this interview. So why he is asking the dumb question ? May be just sparking a controversy to promote his book and concept. Books are now a commodity and needs to be promoted shamelessly.
He spoke English all along because NDTV 24*7 is an English channel, the interviewer is talking in English too.
He is not promoting Hindi in anyway. He is trying to raise his voice against the class division based on the language you speak.
And what is so shameless about promoting his book? Everything that is produced in bulk needs to be marketed well to cover up the production cost. Why should you not promote something that you spent 3 years working on? I think his books are better than most of the stupid films or products that are being promoted on television.
Bramhins ....are more sensitive and live with heart. So anyone use heart can learn any art ie language. Bramhins are most deprived in south india. Being sensitive and the kind of karma concept they carry they cant manipulate any one for their selfish reason.
