But, the Nazis at least aren't the Neo Atlanteans.....

Correction, you didn't pay attention to what Gargoyle said: the Atlanteans in Nadia created mankind, Adam being the prototype, while in Evangelion, mankind descended off Lilith. Also, the Adam in Nadia doesn't look like the Adam in Evangelion during those Second Impact flashbacks, and the Adam there is reduced into an embryo state.
Well, all life on earth was meant to be born from Lilith's LCL primordial soup. That would include the whales and primates they experimented on to kickstart humanity.

No. It means that the Japanese didn’t think an Iranian or even an Arab would watch the show and realize what they had done. The show was made for Japanese kids who wouldn’t understand what was written.
