    I wouldn’t worry too much about the straight line, with the step down and the different levels where the water runs, the scene truly starts looking like a natural barrier which has been formed into a weird. Maybe you could even add some dilapidated concrete patches here and there on the weir’s high edge. Or, even a part of dilapidated old handrail for maintenance crews to reach the spill part of the weir.
    On coloring wet plaster, hydrocal, plaster of Paris, patience is always a virtue. Especially when forming seams with slightly different materials. But as you said, it’s mostly about having the wet plaster truly dry before applying any color. In case the plaster gets too sealed you can always try to attack that seal with some ordinary white vinegar. Vinegar is the ‘enemy’ of plaster, henceforth it’s also excellent for cleaning up plaster marks where you don’t get ‘m off with anything else. For the sealed part the vinegar will bite into the skin of the plaster and that will allow a next paint job to disperse much better. Of course be gentle with the vinegar, you don’t wanna bite away too much. Cheerio

    I think your over thinking it. Since you already have a straight edge from the old layout, turn the new part into a dam/spillway and carve it out foam. You can either have water running over or not as both will look fine
