Sana po ay may explanation and examples, kasi madali naman po maaccess at mabasa ang revised irr of ra 9184.. tulad po kung kelan pwede ma-apply ang small value procurement vs shopping which can be explained better po with examples

Negotiated Procurement two failed biddings but not direct contracting. Since there are clear provisions when you should employ direct contracting.
