Scykoh my guess about Victory Road in gen II is: There are two regions in the game so Victory Road cannot be long because space on cardridge same as they get rid of Safari Zone in this games

given that these games take place 3 years after the original, the players from Gen 1 probably all failed to beat Red (or Lorelei) when challenging the elite 4
as well as the fact that Route 26 an Route 27 are kind of the test here, so it's not really as required as Gen 1 (in a similar way to Route 23 in Unova [for B2W2])
I heard that the double region feature wasn't planned at the beginning and they decided to add it after a hard work of optimization of the game, which left just enough space for another set of maps (and that's why Kanto feels a bit empty compared to Johto). I'm not entirely sure though, but I think I read something like that.
Well, the deadline for g/s/c was in fact already delayed for 3 years, so they needed to keep it as short as possible. So they stopped working on less important places like safari zone (as in fact it got already a testing map in the game file)

IMO Route 27/26 is the true Victory Road. Plus, space limitations. It's the reason Kanto was what some people would call "gutted".
I think the reason why victory toad is so tiny, and has no trainers. It is because the games storage was starting to run low, due to having Johto and Kanto. Even with the compactor Miyamoto/Iwata made. I have no clue why it is like that really, I just noticed the game was using almost all of the max storage. I could be completely wrong. ( knowing me I am wrong)
Yes, that's the real reason. The "in-game" reason is much clearer in the remakes. Apparently the Rival has solved all the puzzles and defeated all the trainers before you enter Victory Road.

well they are already nearly lvl 40 and he fights every trainer so he has to swap them out or something, or else he will overlevel them
Because of Kanto and Red. I'm pretty sure that all that experience will take the team past lvl 55.
He said he's only using Gen 2 Pokemon and has also said he loves Houndoom. Houndour is only found later in Kanto. He also doesn't have a fire or dark type, and is willing to do extreme level grinding.
That's my guess.
Mt Lanakila from Sun and Moon has pretty much the same problems as Johto's Victory Road. Honestly it really surprised me that they would repeat a mistake like that especially when Mt Lanakila is the only place to catch Drampa.

In gen 2 it wasn't a mistake
Safari zone was canceled due to cartridge limitations, and most likely that's the same for victory road
But S/M is just disappointing
Remember how they had trouble fitting everything onto the cartridge? Iwata helped stuff Kanto in there, and the Safari zone had to be cut. Maybe the victory road feel victim to this, too, they saw it as less importsnt than other things and decided to make it barebones to save space and because they didn't need it to be complex.

You know, Pokémon Sun and Moon's Victory Road is a lot like gen 2's. No trainers, no puzzles, and it's very short. Just a cave to walk through and get items. Both gen 2 and gen 7 REALLY disappointed me with their Victory Roads. But hey, HeartGold and SoulSilver improved upon gen 2's Victory Road, so maybe Ultra Sun and Ultra Moon will improve upon Sun and Moon's Victory Road.

If it wasnt answered before (lots of comments to read lol) I'm fairly sure Kanto section was kind of small due to iwata getting that fit onto the game cart at all. Since GB games had so little memory even what we did get in Gen 2 was a miracle lol.
So they cut it down in order to fit the Kanto stuff in "fully", so VR had to be the sacrifice :p
I always thoght that this Victory Road has no trainers because your rival already defeated them all. Also, it technically isn't the final challenge before the ending, I think Mount Silver takes that spot (and it's trickier indeed).
That's the reason they give in the remakes

They made victory road empty in gen 2 because plot-wise, your rival goes through just ahead of you and defeats everyone and solves all the puzzles. They make it a bit clearer that that's what happened in HG/SS
One cool thing about Victory road in this game is youre able to find a rhydon.. so i mean thats cool at least
Actually, this is not the last battle with the rival. I can't remember when, but there was a time when I went to challenge the league after more than a couple dozen times and he stopped me from going up the stairs. We battled, he lost, then that was it

Scykoh is wrong about here, this is NOT the last time he will battle the rival. There will be 2 more battles, 1 is at Mt. Moon or Rock Tunnel, I forgot which one and the last one will be at the Pokemon League.

The true answer to why Gen.2 Victory Road was so short is due to limitations in cartridge storage space. They could only use like 2048 kB of data per cartridge to keep the cost down. That's the main reason why Kanto was so cut-down compared to Gen.1
However, if they used 4096 kB cartridges instead, they could fit the entire Kanto region from Gen.1 into Gen.2, but those would have been much more expensive to produce

scykoh!! greetings from the future!! im finally playing crystal (i've had it on my 3DS for years now) and i'm lagging just a little behind you as i rewatch this series. i just wanted to say that i finally got my eevee to evolve into an umbreon the other day! it wasn't easy because so many of the affection-boosting tactics i'm used to aren't in gen II, but he's an absolute beast so i don't regret it! i'm about to do clair's gym, so wish me luck! 8D
the reason victory road is empty of puzzles and trainers in gen 2 is due to the plot there will be ahead in the post game since the whole kanto itself is almost empty too

The reason that there are no trainers in Victory Road is that your rival is supposed to have beaten them all, but either of your theories could be true as well.

I started things off today by getting into a battle with a Fisher named Scott who started things off by sending out his Qwilfish so I decided to let Rita take the bait. ^_^
Scott then sent out his second Qwifflsih so I decided to let Rita take Round Two! ^_^
Scott then sent out his Seaking so I decided to let Rita play with this over-memed opponent. XD
As a result of this battle, Rita grew to Level 38! YAY! ^_^

Then I was challenged by a Psychic named Richard who sent out his Espeon so I decided to let Rita play with this psychic pest. Hehehe. ^_^
Then I was challenged by a Cool Trainer named Joyce who started things off by sending out her Pikachu!

As a result of this battle, Rita grew to Level 40! YAY! ^_^

I was just about to exit Victory Road when I was suddenly challenged by Pssych! XD
He started things off by sending out "his" Sneasel so I decided to let Pooh play with this darksome detractor. ^_^
Pssych then sent out his Golbat so I decided to let Arthur play with this flying foe. ^_^
Pssych then sent out his Magneton so I decided to let Pooh test out his new technique on this bipolar baddie. ^_^
As a result of this battle, Pooh grew to Level 38! YAY! ^_^

Pssych then sent out his Haunter so I decided to let Pooh play with this ghastly ghost! ^_^
Pssych then sent out his Kadabra so I decided to let Knox hold down the fort for now. ^_^

That being done, I made my way into the PokéCenter/PokéMart that is part of Indigo Plateau! ^_^
