The implied probability for a draw and Burton win should be (1/3.5) and (1/4.5) respectively (if you include the stake return (like you did for a Forest win (and Brexit))). Then the sum of the implied odds comes to 106% which makes the bookies look a little less of a rip off. 124% is scandalous!

To cut a long story short the implied prob % is nothing more than the largest % of the total staked in a market in order for the book to achieve the profit they wish. If a pick should gather more than this figure bookies profit start to decrease till the point of zero and if the would not move the odds they could well be paying out of their pocket to the players. The implied porb% has nothing to do about how much the bookie predicts. they dont need to predict the outcome they need to predict how the public will be betting among the choices offered in the market. But to get each selection's "roof" percentage you need to take each implied prob and divide it to the sum of the 3 implied prob. In your Forest vs Burton example the sum of the implied prob is 1.241, in order to find the home wins top limit you need to calculate 0.556 (=1/1.8) / 1.241 (=sum of implied prob). So you get 0.556/1.241=0.448=44.8%. That means that concerning home win market, bookie should achieve the 24% profit if & only if home win selection gets 44.8% of total staked in all 3 outcomes. The very first % the 0.556 is actual the top limit the bookie can accept on home win as if home win happens they get zero profit. So the range is between 44.8% till 55.6% in theory. The closer we move to 55.6% the less profit bookie should get always in case of pick actually winning. For the best chance of making money on sports betting, you need to be skilled in identifying betting opportunities that represent good value.
Why not just use fair book, and declare that you will be taking 5% off the pot and distributing few remaining pot evenly amongst the winners, then just adjust the odds to distribute bets in an effort to prevent everyone from making the same bet, winning the bet but loosing 5% of their venture... as long as you can prevent that (by encouraging at least 5% of bet revenue to be a losing bet) you should be fine. It just seems easier to manage.
