Yo, I'm the guy who was the inspiration for Joe Higan, and to answer to why that little creepy man always saying weird stuff, it's because there was an actual creepy little man who worked for an government agencies. Dude would stare at me and say nothing every time he came into the sauna at my old gym, and I guess one of the person Jason Demarco thought it would be a good idea to put him on the show.
