The older gentleman that Ridley Scott is talking to is Colonel Tom Matthews (played by Glen Moreshower), who was in the Command and Control (C2) helicopter, Super 6-3 in 1993.

The black people in the video aren't moroccans and that's why they speak to them in french and not arabic or amazigh ; they just turned the movie in morocco because its safer thats why they used african people to be like Mogadishu
Mogadishu is actually quite different if you look at the map, they dont have as much 3-4 story buildings/houses. The location in the movie actually looks more claustrophobic due to that.
