where do you get the information that there were people climbing aside from the companions before the system of regulars and jahad as king was set up. As far as I'm aware there is no lore referring to such a thing. The great journey time ends with Jahad closing the door and setting up the system, this then leads to the great war. During the great war the sytem was already set up and people could climb the tower. In other words there is no age of ascension (unless used as another way to refer to the great journey and the original ascension)
We have this information in the arc of the wall of peace and coexistence, I don't remember which chapter exactly but I think you will find it if you reread the arc

This quote implies the sealing of the floor and starting of regular/ranker system started and then "shortly" later Jahad declared himself King. The quote seems to imply that jahad didnt become king by contract, but instead by force. This also makes sense considering a contract with the administrators would not work on the other family heads and givin FUGs resistance and disapproval of other people of Jahad as king shows its not some kind of rule in the tower that is enforced by the administrators. We also know that the history presented to the people of the tower is not always true to the actual events. It seems clear that in order for rankers to appear the climb needed to be done, in other words the climb ends with the closing of the 135th floor and introduction of the ranker system.

That's the way it is. If you want to do a bit of speculation, the Tower seems to be create only to test the Irregulars.
