Here are the steps on how to use masking in CapCut PC:
Open CapCut PC and import the videos you want to use.
Select the video you want to mask.
Click on the "Mask" icon in the toolbar.
Select the type of mask you want to use.
Adjust the mask settings to your liking.
Click on the "Apply" button.
Repeat steps 3-6 for the other video.
Drag the second video to the B-roll track.
Adjust the feather of the mask if needed.
Export your video.

At the moment the clipping mask is not available in the capcut pc itself, but you can use other software such as Filmora 12 to create this effect.

In the player you will see a ratio option from where you can select ratio for all footages. If there is some footage which is not matching the ratio of other footages, you can try to crop it to desired ratio.
