Unused CT core should be short circuited not the terminals. If the other terminals of a used core remain open nothing will happen. Please rectify the concept.

If 1S1 and 1S3 are connrctected no need to short other two terminals
However in case no external connections are made then shorting of all 4 terminals is essential

If 1S1 and 1S2 are used then 1S3 and 1S4 shorting is not required.
However if it is not used then it needs shorting.
