For instance, John was appointed as Chairman of CSC but he did not serve his full term (which is 7 yrs) because he was impeached (in his 5th yr in the position). What will happen to the vacancy po, atty? Will the commissioners of CSC select among themselves to be the chairman serving the unexpired term (of 2 years)? Or the President will appoint a new chairman who will serve for the unexpired term?

Needed ba na mag appoint yung president for new commissioner kasi naging chair na yung isang commissioner. Nalito kasi ako kasi contradicting po ito sa unang sinabi mo po na pwde pang ma appoint as chair kahit 7 years na as commissioner, kasi promotional appointment ito at hindi same office. Eh if ma aappoint sya ulit, lalagpas na sa 7 years.
wala akong sinabing ganun paki ulit ang panonood. total number of years is just 7 so kung naka seven years ka na as commissioner di ka na pwede maappoint as chairman

meaning he did not run for any position in an election before he was appointed as a member of csc, comelec or coa

yes kasi created sila ng constitution but they are not constitutional commissions kasi wala sila sa article 9 ng constitution
