Correction regarding Hunter Mask Keys: You get the Hunter Killer chest from the NY crate with "OFF WHITE KEYS" and the Shield Splinterer from the DC crate with "IVORY KEYS". Once acquired, both are at Cassie every week. The Railsplitter is a DZ exclusive "NAMED" drop, but can show up at the Countdown vendor, along with any of the DZ vendors
I have a few versions of that build. But I currently either use the Oro or St Elmo's as a primary and the Railsplitter or The Mop as a secondary. That is really all preference for me. Pretty much any Assault Rifle in the game with high RPM, decent magazine capacity, and 40k+ DMG will work with a Striker build.
I came to that on my way to breakfast this AM. The location that she is at would seeming need to be Waterfront or Boathouse. I am guessing Boathouse given the path of the Manhunts so far and the next piece of this will be in Battery Park.
