Thank you so much. I would suggest working the stitches tighter while increasing the stitch for the head. Also work the stitches tighter for the head part.

I am so sorry you faced this issue. For the Hat to make it crooked you have to work the stitches underneath or it's called front post single crochet (fpsc) R7: 5sts fpsc R9: 6sts fpsc R13: 8sts fpsc R15: 8sts fpsc R19: 10sts fpsc R21: 11sts fpsc All other stitches are worked normally.

I just noticed that you started making the nose in between rows 35 and 34 and then it cut and it moved between 34 and 33

Yes, as there 2 dec in that row. But when you are working on the front loops for R1 then the dec doesn't count.
The R1 for the dress is actually the stitch count of r17
