A thought I didn't have last time I saw this video... I think it's likely that swallowing was originally a _standard_ behaviour of the move. And that later they went back and reverted it, but forgot to do so for the Pokey single-head case (which was a special case they missed). It would explain the unused variations for a bomb exploding, etc.

Thanks for posting this! It's a truly amazing discovery. I'm particularly fascinated by unused behaviors like this that manage to slip into the final game, but only under circumstances so obscure that they go unnoticed for years. I have to wonder how many people have seen Yoshi eat Pokeys whole with Gulp and shrugged it off as nothing special because it just looks right, lol. Those completely unused behaviors are really interesting too; especially that unfinished fireball. I have to wonder if there is more stuff like this hidden in the battle code.
Man. I can't help but feel like the devs really just wanted to keep all of Yoshi's moves strong and it just not meant to be that we get a 0 star points gained option outside of Fright Masks
It doesn't give you 0 Star Points; I was just really high-leveled on the file I was testing on. As poor as the Gulp we got is, I feel like a single-target grounded Gale Force would be strictly worse, lol.
I think it's because they didn't want to cheat players out of being able to consistently use Gulp to damage two enemies at a time, which is one of its most useful properties.

This is one of my favourite things about Paper Mario, the sheer amount of unique interactions with different kinds of skills and enemies is honestly one of the things that seperates this from other RPGs
Confused party members are only allowed to perform certain actions in the vanilla game; in partners' case they can't use attacks other than their normal one. If Gulp were allowed to target and work on Mario (in confusion or otherwise), the game would crash due to expecting there to be a Mario actor in battle at all times, specifically when trying to read his current HP when updating the status bar.

Yeah, which's why it's surprising that that is supported, but not actually used in-game.
