I mean, that main problem of this Dulatron "stupidity" is diameter of that two parts, that we need to push in clamp. That are not same in diameter, so, we must use force to "compensate" this diference. Some clamps have 2 diameters, but are not strong, because have that free poart on back of clamp. If you have problems with weak excentric lever, you can buy stronger. Next solution (maybe better) is to use adjustable lever, that is "bolt integrated to lever", or nut, something like GN 300 Adjustable Hand Levers or so.
When you fold the stem, underneath the pole there is a tiny screw. You can also adjust that screw my unscrewing it until the clamp falls right against it...if the clamp doesn't fall all the way down, you unscrewed to far....that adjustment screw will also help tighten the stem
i have learned the hard way to go to the scoot store to fix my stem wable. i not into fixing stuff for my self i know some people are but i rather pay and have stuff done right.

You have to open the stem and clean tand lubricate the inside. Clamps are waste of money, basically scams.
I put two bolts 🔩🔩 problem solved 🧰🔨🔧🧑🔧
Same solution, but I drill holes and use bigger bolts. Clamp is now little bended, but strong.
