You need to get info from company who will print your billboard. They are usually made in ratio 1:10 or more often 1:5. For example, if you have billboard size of 400 x 300 cm and ratio is 1:5, you divide it with 5, so it will be 80 x 60 cm in your file at resolution of 300 dpi. You just move image in file and see does it fit. You zoom it to 100% and see how it looks, if it's clear, all is fine. Images don't need to be huge, 4 mp image is usually more then fine for most billboards.
How do you export pdf for printing this billboard as u designed this in small size(8×4inch)

u could find some mockup, and place it it would do job for urself and it will be awesome perspective :) I like design tho

You can export as a press quality pdf, keeping images at 300dpi.

Cause 24 feets = 288 inches if you do the conversion
Good question. This vendor requested to scale it down 1 inch for every 36 inches. 288/36=8 and height is 144/36=4
