For countries like India and Japan, it is already a necessity. But for Australia, It seems a little bit overreacted, provocative even. It should be done in a gradual way, a sudden increase like this could tip off the balance in the region, no?

Military power is not just about numbers. It's also logistics, geography and training. Australia has a small military but it's technology is the same level as UK and USA. They are also geographically isolated being an island. Their military budget is large for their size, so they can afford the most updated weapons. Australia also regularly trains other countries special forces.
