It’s was not the United States fault. Who is at fault is the Conmebol for not hiring more security and the people who went to the stadium without a ticket trying to watch a free game. The US had nothing to do with the organization of this tournament, It was just the host who supplied the stadiums and training grounds
You are mostly right but USA got the Host application approved on the basis of qualification of basic security measures. Their stadiums and surrounding areas were not ready for the Latino community hype

for future matches it would be a good idea to bring in European referees which will keep a lid on the ridiculous amount of grabbing, tripping, holding fouls as they would dish out yellow and red cards quickly to stem the tide of infractions The referees were as much at fault for the attitude as anyone
The biggest problem was security and being understaffed. People without tickets got around the digital scanning ticket system. People who paid thousands for tickets were locked out of the stadium and were pissed. This caused the chaos. People with tickets and people without tickets were climbing the gates and stadium walls. The crowd became furious and began pushing each other it became so dangerous staff had to open the gates . Hard Rock Stadium is now being sued.
Although Copa is hosted by USA, USA are not in charge of Copa America Conmebol is. USA actually hosted it in 2016 when it was actually run smoothly and they actually were in Group A. Had this tournament been ran properly security would of been much better than the Super Bowl. You can blame USA but NBA, NFL, WWE all have to hire tight security when going to foreign countries

Although CONMEBOL have a large portion of the blame since they were at the heart of organizing, but you hit the nail on the head everything else should have also been handled from the training pitches to the stadium pitches etc by the various parties that already handle it for other US events or even the last Copa that got hosted in the US during that run where Chile won. But yeah the US gonna have some work to do on the preparation side ahead of the World Cup. To at the very least handle what they can handle and be in control of.
